The predecessor Pharmaceutical Market Access Act of 2003 managed to pass the house on a roll call vote, with the Congressional Budget Office forecasting a $40 billion consumer savings in prescription drug expenditures over 10 years if the act made law. All other versions of the bill failed to make it to a vote.
