A win for the Federal Aviation Administration, H.R. 5449 was merely an attempt by Congress to intervene between the NATCA, the National Air Traffic Controllers Association and the FAA when the FAA proposed a new management system that would give it more control of its workers. The argument ran as follows: the FAA insisted on minimizing compensation costs while the controllers demanded that there be enough personnel to maintain safe air traffic. The bill was also opposed by the White House but my vote is with the controllers- they’re the ones that can sink my plane!
