This bill creates a commission that will advise congress on how to improve civil service and civil service programs. Recommendations from this commission to congress will include how to improve individuals’ ability to serve others, how to train public service leaders to better utilize committed individuals, identify solutions to the barriers holding people back for national service and building on current civil service foundations
