This bill was originally intended to guarantee rail workers 10 consecutive hours of rest per day. However, Republicans and the railroad industry complained that this would create scheduling conflicts and other unintended consequences. The result was a compromise in the form of a flurry of amendments. One of the amendments allows for limbo time, on-duty hours in which workers are transported to a location where they officially complete their shifts, to be counted against the hours-of-service limits. While most of the rail unions support this bill, it is important to keep a wary eye on the amendments that are creeping in.
