Forcing the FAA to Work With Others by Maya Perelman, Aug 25, 2008 (4:38am)

The bill was introduced as the result of intense pressure on behalf of the National Air Traffic Controllers Association, which claims that the FAA has bypassed stakeholders in making consolidation decisions (integrating airspace/personnel/services into a unified operation). NATCA President states that “you cannot make these decisions in a closed FAA office, with no input from those whose lives you are directly affecting on such important issues like transferring control of airspace.” The bill thus sets a moratorium on FAA’s movement ahead with consolidation plans until they consult and confer with stakeholders (controllers, pilots, local officials, etc). While this seems only fair, it may also lead to delays in the process of consolidation as a result of involving more parties in the decision process.
